Dear Sir,

The Prime Minister wishes me to acknowledge the receipt

of your letter of the 25th November, and to express his regret

that he is unable to accede to your request for a message.

He trusts that you will understand that he receives so many

requests of this nature that it is literally impossible for

him, in the stress of his many preoccupations, to respond to

them; and as he could not undertake the invidious task of

selecting individual cases for special treatment, he is compelled, as a general rule, to ask that he may be excused. Mr. MacDonald is sorry to have to reply in this way; he

trusts that you will understand his difficulty.
